Torremolinos beach access: €1.6m upgrade tender launched
Torremolinos beach access will see a 1.6 million euro investment with accessible facilities, ostomy toilets, and amphibious bathing gear across 10 locations.
The Town Council of Torremolinos has officially opened a major public tender valued at 1,611,859.73 euros, including value-added tax, to execute a comprehensive overhaul of accessible infrastructure along its entire coastline. The municipal initiative aims to modernise, expand, and standardise disability-friendly facilities across ten designated points along the local seaside, stretching from the western boundary at El Saltillo all the way to Los Álamos on the eastern border with Málaga.
The procurement process has been structured into four independent contract lots, currently published on the Plataforma de Contratación del Sector Público. Interested construction and engineering firms have until November 19, 2026, to submit their technical and financial proposals to the local administration.
Expanding coverage across the coastal strip
This new contract marks a significant scaling up of beach accessibility services in the municipality. Back in March 2026, the local municipal lifesaving service operated four primary assisted bathing points, distributed evenly with one point in each of the four main beach zones of La Carihuela, Bajondillo, Playamar, and Los Álamos, alongside two specialised ostomy-adapted restrooms. The current tender will more than double that footprint, creating ten fully integrated accessible points along the seafront.
The ten specific locations selected for this transformation include El Saltillo, La Carihuela at Plaza del Remo, Rincón del Sol, Bajondillo near the Meliá hotel, Bajondillo at Playamar, Copacabana, Playamar near Tres Caballos, Playamar near the Hospital Marítimo, Los Álamos 1, and Los Álamos 2. By spreading these points systematically across the entire shoreline, local authorities intend to ensure that residents and visitors with mobility challenges do not have to travel far to find adapted seaside services.
Specific equipment and specialised amenities
Each of the ten designated points will feature updated modular facilities designed to guarantee personal autonomy and safety. The equipment roster includes accessible toilet modules, specialised restrooms configured specifically for ostomy patients, changing rooms, storage structures, and auxiliary operational spaces.
To improve movement across the sand, the contract specifies the supply and fitting of wide accessible boardwalks, solid wooden platforms, shade pergolas, seating benches, and decorative planters. For direct water access, the tender incorporates specialised amphibious vehicles and floating gear, enabling lifeguards and municipal staff to conduct assisted sea bathing for individuals with reduced mobility or physical disabilities.
Three core operational phases
The tender covers three distinct work categories necessary to bring the project from procurement to daily operational reality. The first block encompasses the manufacturing, delivery, assembly, and final commissioning of all prefabricated modules and accessibility equipment.
The second block involves extensive civil engineering works on site. Contractors will execute necessary dismantlings, ground clearance, earthmoving, and concrete foundation laying. Furthermore, workers will install essential utility connections, including water supply lines, sewage drainage networks, electrical conduits, and pavement restoration, while managing all generated construction waste according to environmental regulations.
The third operational component consists of technical assistance. This includes complete project direction, continuous oversight of supplied materials, civil work supervision, and strict health and safety coordination throughout the construction timeline.
European funding and municipal backing
This coastal infrastructure project forms part of Action PM 1.5 within the Integrated Action Plan titled Torremolinos, Transformando el Paraíso. The overarching plan was formally approved by the local governing board in February 2025 to secure competitive European funding.
The investment is co-financed by the European Union through the European Regional Development Fund, known as ERDF or FEDER, under Spain's Multi-regional Operational Program for the 2021-2027 period. In October 2025, the State Secretariat for European Funds allocated 8,961,678 euros in ERDF grant funding to Torremolinos, covering 85 percent of an initial 10,543,150 euro investment package.
To execute the entire vision of the integrated plan, Mayor Margarita del Cid committed municipal funds to supplement the European grants, raising the total overall investment budget toward 15 million euros across various municipal improvements.
Enhancing autonomy for all beachgoers
According to technical specifications published in the tender documentation, the primary objective of this public investment is to guarantee equal access to public coastal spaces in conditions of full autonomy, comfort, and safety. While designed primarily for people with reduced mobility, elderly citizens, individuals with physical disabilities, and ostomy patients, the upgraded walkways, shade zones, and sanitary installations will improve the overall beach experience for families with strollers and all other visitors to the Torremolinos waterfront.
