Torremolinos Launches €1.9m Digital Twin Urban Planning Plan

Torremolinos has landed national backing for a predictive digital model designed to manage seasonal population surges and traffic congestion.

Torremolinos has taken a major technological step forward after securing selection by national state entity Red.es to build a comprehensive digital twin of the municipality. The initiative carries an overall investment of €1.93 million, backed substantially by European Regional Development Fund capital, leaving municipal coffers to cover the remaining 15 per cent.

Only two municipalities across the entire province of Malaga were chosen for the project under the competitive Smart Cities and Territories scheme. Torremolinos joins a selective group of 15 municipalities across Andalucía awarded funding to transform raw administrative and sensory data into a real-time operational simulation.

Predicting seasonal traffic and service strains

The coastal town faces sharp swings in population throughout the year, with numbers soaring during summer holiday cycles and high-profile festival periods. Municipal planners frequently struggle to balance core waste collection, policing routes, water distribution and transport networks against erratic demand spikes.

By building an interactive virtual model of streets, public buildings and transit arteries, technical staff can run scenario simulations before implementing physical changes. The software allows local authorities to model road diversions during major beachside gatherings, measure the knock-on effects of pedestrianisation projects, and identify bottleneck pinch-points well before public frustration peaks.

Impact on infrastructure and property investment

For international property owners and prospective buyers evaluating Torremolinos real estate, the technology promises a much more predictable approach to local government management. Better anticipation of urban traffic corridors directly influences how residential neighbourhoods function, especially along key feeder roads linking the town centre with suburban developments in areas such as El Pinillo and Montemar.

Urban planning divisions will also utilise the platform to analyse utility pressure before issuing permits for substantial residential projects.
